Ukraine's defence innovation platform Brave1 has told partners that planned international funding calls may be delayed. This includes the Norwegian-Ukrainian Brave Norway programme, according to FFI.

Brave1 says the cause is export control. According to the organisation, a planned transfer of Brave1's operations to Ukraine's Ministry of Defence has been put on hold. International cooperation must therefore still follow ordinary export control rules. Every application involving shared defence technology information needs individual approval. Each permit can take up to 60 days.

Brave Norway was launched in October 2025 with EUR 10 million from each country, as previously reported by NDS.

According to Brave 1, Ukrainian authorities and the organisation are working on a reporting-based model to replace the current application system. Brave1 says the aim is faster processing while keeping government control.

— Nothing has been stopped, only delayed, Brave Norway said in the statement published by FFI.

Brave Norway acknowledged that Norwegian companies face significant deviations from timelines FFI had previously communicated.
